Chemical Compliance Systems
HAZARDOUS MATERIAL DATABASES

Hazardous material identification, classification and management have become increasingly complex responsibilities. Considerations encompass health (acute/chronic, animal/human), ecological (air, water, soil), safety (explosive, flammable, water-reactive, radioactive, oxidizers), and regulatory factors (numerous local, state, national, international and third party regulations). CCS has been compiling and purifying this broad based information for over 20 years from more than 1,000 sources. Our Relational Chemical and Product Database (R-CPD) has become a comprehensive hazardous materials repository consisting of an estimated 75,000,000 data elements for more than 210,000 chemicals and 350,000 munition and nonmunition products. The Chemical Cross Reference Dictionary contains over 500,000 purified CAS numbers and chemical identifiers. The List of Lists includes over 650 searchable chemical regulations and their associated data (e.g., TLVs, RQs, etc.). The Chemical Ratings file includes normalized, quantitative ratings within a special criteria (e.g., Ecological Water Persistence) or across all 43 Ecological, Health and Safety criteria. The Master Product Reference file includes over 100,000 imaged and indexed MSDSs, as well as an extensive Manufacturers History file (i.e., who made what, and when). The munitions characterization data index is downloaded bi-monthly under contract with the U. S. Army Defense Ammunition Center. The purity of these databases has been verified by numerous users.

The centralization of these data has facilitated their incorporation into 23 munition and nonmunition Web-based analytical compliance modules within Environmental, Homeland Security, and Munition Suites. The databases and analytical tools are both available for application by other users.

The CCS Relational Chemical and Product Database (R–CPD) is a comprehensive hazardous materials repository consisting of an estimated 75,000,000 data elements for more than 210,000 chemicals and 350,000 products compiled from over 1,000 sources. This relational database is highly purified and has unique cross-functionality: a single source for materials management, environmental/safety/health, regulatory and security information. R–CPD is composed of the Master Chemical Reference Data, and the Master Product Reference Data. R–CPD is used to quickly create the customized product and chemical databases used in our environmental management suite (C-CHEMS), our Homeland Security Suite (HoSS), and our Munitions Analytical Compliance Suite (MACS) of software modules.
 
Cross Reference Dictionary & Regulatory List of Lists
The Chemical Cross Reference Dictionary contains 550,000 records of purified CAS numbers and their associated synonyms. This file facilitates accurate and complete materials management data searches and product substitution research. The Regulatory List of Lists file is comprised of over 650 international, federal, state and local regulated chemical lists and their associated data, as well as numerous CCS compiled lists (e.g., incompatible chemicals, hazard classes, etc.). Our modules compare a single chemical inventory file against these lists and generate a multitude of regulatory reports utilized by logistics, environmental/safety/health, and chemical security professionals, as well as first responders. Redundant data management across departments is eliminated, resulting in significant labor savings to the client and accelerated systems implementation.
 
Chemical Ratings
The CCS chemical rating system utilizes a time-tested SOP and automates “green,” or “environmentally preferable,” chemical, process, product and munition analyses. This numeric, complete hazard rating system provides a basis for quantitatively defining acute and chronic health, air/water/soil environmental impacts, and fire, corrosivity, radioactivity, reactivity/explosivity special hazards associated with approximately 210,000 chemicals. These ratings form the basis of our “green,” security, chemical and reactive analytical capabilities.
 
Chemical Compound Dictionary
Several federal regulations (e.g., TRI, HAPs) require that compliance reports include chemical compounds (i.e., chromates). This database represents the only known resource for identifying which specific chemical compounds fall within each specific regulatory category. This dictionary correlates chemical names, synonyms, and CAS numbers for over 4,000 chemicals within nearly 60 different chemical compound categories. Top of Page

Red StarAlternative Chemicals
CCS has been working on “greening” products and the environment for nearly 10 years. We currently have three separate, but equivalent, Web-based “green” analytical compliance systems for products, processes and munitions. Each of these three modules utilizes 43 specific ecological, health and safety criteria to quantitatively evaluate the “greenness” of a chemical product, process (including wastestreams), or munition. Each of these systems also includes alternative product/process chemical data tables. CCS has identified over 40 primary categories of chemicals that include lists of alternative chemicals, their “green” ratings, regulatory impacts (upon 94 priority regulatory lists), and appropriate physical/chemical parameters so the user can assess equivalent functionality:

MSDS Images & Indexes
This file is part of our MSDS Services capability and contains images with extensive analytical indexes for over 75,000 MSDSs and access to an additional 300,000 MSDSs. Our MSDS images represent over 90,000 products. The MSDS Index corrects the 15-30% errors typically found in MSDSs, and can feed product constituent data into our “green” product compliance analytical module (GP-CAS). A centralized MSDS image file with indexes fulfills all OSHA compliance access requirements. This file not only represents a large potential labor maintenance savings for the client, but also assures that the MSDS file correlates with the inventory, and that MSDSs remain current.
 
Product Components
CCS has compiled over 3,000,000 specific descriptors for the 300,000 product components in this file, and has utilized our purified Cross Reference Dictionary to correct the 20-25% errors in manufacturer MSDS component information, thereby providing a highly purified resource. The purified CAS numbers in this file are the initial linkage between our massive Master Product Reference Data and our highly specific Master Chemical Reference Data.
 
Manufacturer File
CCS has compiled the largest, purified chemical product manufacturers table currently available. Over 265,000 reference details have been accumulated for nearly 9,000 different manufacturers. We know what address retrieves the MSDS, in contrast to the address for the product manufacturing site. We have compiled name changes from corporate buy-outs, through the generations, or from mergers. We even have Cage Numbers for our government clients. This database is invaluable for cost effectively identifying the source for a current MSDS, for a discontinued product MSDS, or for kit parts MSDSs.

Red StarMunitions
CCS has worked with the U.S. Army Defense Ammunition Center (DAC) since 1999 to enhance and maintain their Munition Items Disposition Action System (MIDAS) munition characterization database and to integrate it with our (R–CPD). The integrated MIDAS and R-CPD databases provide the basis for all of our munition modules. Since these systems each include Government proprietary data (i.e., MIDAS) and CCS-owned data (i.e., R–CPD), these systems are co-owned by CCS and the Government; however, CCS has a licensing agreement with DAC that allows CCS to charge licensing fees to both governmental and industrial users for each of their selected modules. Each of these modules can be easily customized to accommodate user-specific requirements or preferences.

The CCS R–CPD is a comprehensive hazardous materials repository consisting of an estimated 75,000,000 data elements for more than 210,000 chemicals and 350,000 products compiled from over 1,000 sources, including the Regulatory List of Lists (LOL) file comprised of over 650 international, federal, state and local regulated chemical lists and their associated data, as well as numerous CCS compiled lists (e.g., incompatible chemicals, hazard classes, etc.). Our modules compare a single chemical inventory file against these lists and generate a multitude of regulatory reports utilized by logistics, environmental/safety/ health, and chemical security professionals, as well as first responders. Each relational regulatory list has been purified to eliminate errors as published by the responsible agency. The lists each include the regulated chemical name, CAS number, and any/all data elements included in that agency list (e.g., CERCLA Reportable Quantities, ACGIH TLVs, STELS, Ceiling Values, Skin Notations, Carcinogen Codes, etc.). Our LOL also includes lists CCS has compiled across multiple agencies (e.g., Carcinogens from NTP, OSHA, IARC, EPA, California, etc.), or has developed independently (e.g., Chemical Compounds from our Cross Reference Dictionary and/or agency lists; Alternative Chemicals from agency lists, trade association lists, our Cross Reference Dictionary, etc.). Users select only those lists that are needed to fulfill their specific functional responsibilities).

Red Star"Green"
CCS has been working on “greening” products and the environment for nearly 10 years. Each of these three modules utilizes 43 specific ecological, health and safety criteria to quantitatively evaluate the “greenness” of a chemical product, process (including wastestreams), or munition. Each of these systems also includes alternative product/process chemical data tables. In combination, the “green” product/munition and process modules provide a complete life cycle (i.e., “cradle to cradle”) analytical capability. Each has design and evaluation capabilities that enable chemists/engineers to design “greener” products/processes upfront, and acquisition, regulatory and ecological/health/safety professionals to assess, or compare, the “greenness” of the overall product/process (wastestream) to the level of detail they require. Each of these modules simultaneously identifies the regulatory impact of the overall product/process, parts or components, or individual constituents.

Red StarLicensing
CCS licenses both our database and software capabilities to government, industrial, academic, and nongovernmental organization (NGO) customers. Firm, fixed price contracts typically involve initial customization/implementation, ongoing database and software support, and license fee costs. Typically, CCS assesses a one-time database and/or software module(s) licensing fee that is followed by annual subscription/maintenance fees. Licensed databases and modules are kept current by CCS.

Our licensing agreement with DAC allows CCS to charge licensing and maintenance fees to any government or industrial facility for the use of the munition analytical compliance modules, as long as DAC approves them as a user of their munition characterization database, known as MIDAS.
